In regards to the whistleblower case surrounding Hyogo Prefecture Governor Saito Motohiko, the contents of an interview with a former director of the Prefectural Affairs Bureau conducted by prefectural officials in March this year were revealed in an interview with “Mezamashi 8.” The content was a detailed exchange of information on the “search for the accuser” in which the former director of the Prefectural Affairs Bureau was relentlessly questioned. The problem began when, at a press conference in March, Governor Saito called the accusations made by a former director of the Nishi Harima Prefectural Government Bureau against Governor Saito and others of power harassment, among other things, “baseless,” “a complete lie,” and “unfit to be a public servant.” He instructed then Vice Governor Yasutaka Katayama and others to identify the accuser, did not treat the allegation as a “public interest whistleblower” as it “lacked truthfulness,” and took disciplinary action against the former director. “Who were you communicating with?” Relentless “search for the accuser”
An interview investigation was conducted in March at the governor’s instruction. According to an interview by Mezamashi 8, it was former Vice Governor Katayama who questioned the former director of the Prefectural Affairs Bureau. The conversation at that time was recorded on an IC recorder. Vice-Governor Katayama (at the time): “Various exchanges, many things related to prefectural government, who was he communicating with, who was involved? If you ask me if I’m gathering all this information by myself, I’m asking around.”
Former Prefectural Affairs Bureau Director: “No, I wouldn’t say I’m asking around, because there are a lot of rumors flying around in the world.”
Vice-Governor Katayama (at the time): “You think I found just this one thing? I’m having all the records (on the former Prefectural Affairs Bureau Director’s computer) from the past year checked. All sorts of names came up. They’ve been exchanging information for a year now. For quite some time now. What does that mean? Did they have a complaint? If such a document exists, are you saying you didn’t create it?”
Former Prefectural Affairs Bureau Director: “I don’t know.”
Vice Governor Katayama (at the time): “So, did you give this document to anyone? Who did you give it to?”
Former Prefectural Affairs Bureau Director: “No, I didn’t give it to anyone.”
Vice Governor Katayama (at the time): “The contents are almost identical to this, and a document accusing the governor was delivered to the prefectural office. Why do you have something like this here? There’s a perfect match.”

They’re defending Saito, but the vice governor and the Ishin prefectural assembly members are ignoring him. Even though the threat of finding an accuser is already a violation.

It’s bad to call it an accusation, but if it’s not an accusation but a suspicious document that contains slanderous comments written while at work and sent to the media and other places, isn’t that wrong?
If the media are going to call it an accusation, they should carefully examine the contents. Dr. Iokibe was killed by aortic dissection, which credit union gave kickbacks on the parade fees, which department gave how much and under what name?
The budget has been allocated, so you can find out by looking at the subsidies, right?

I don’t care if it’s an accusatory letter or a suspicious document, but when are you going to understand that it was illegal for the Saito Group to suddenly investigate their own people?
If they had left it to a third-party committee from the start, there wouldn’t have been such a fuss.

There’s no doubt he was pretending to be a fixer.
If he was smart enough, he could have taken the time to set up a third-party committee and sent his family to it, and it would have been treated as a mysterious document that had been forgotten by now.
It was pretty stupid of him to suddenly say “you’re the one doing all this stuff” lol.

Civil servants are writing mysterious documents, collecting rumors and rumours, with the aim of ousting the head of the government. This is a serious breach of the service regulations. There is no need to be considerate towards the families of criminals.

Far from being a remora, he acts like he’s the de facto head of the prefecture government.
The most dangerous thing he’s doing in public is soliciting donations for the parade.
