At a press conference on the 31st, Niinami Takeshi, executive director of the Japan Business Federation, said, “We support the direction of increasing the disposable income of the people, but we must ensure that finances do not become a disposable income,” in response to the possibility that the ruling party will accept the Democratic Party for the People’s own policies following the ruling party’s failure to gain a majority in the House of Representatives election. On the other hand, he expressed opposition to raising the “annual income wall,” which the government estimates would reduce tax revenue by 7.6 trillion yen. Niinami also serves as a private member of the government’s Council on Economic and Fiscal Policy. The Democratic Party for the People had pledged to raise the minimum amount at which income tax is payable (from 1.03 million yen to 1.78 million yen) in its election pledge, but Niinami pointed out that “at a time when fiscal needs (such as defense tax increases) are extremely large, the significant reduction in tax revenue will place a heavy burden on the finances.” He added, “The higher one’s annual income, the greater the benefit. If we want to increase disposable income, we should address social security issues such as abolishing the third category of insured persons and raising the medical care burden for the elderly (raising out-of-pocket costs).” (Kuhara On).
