In the case of a document that exposed suspicions against Hyogo Prefecture Governor Saito Motohiko, detailed information has been released about the exchange that took place in March when then Vice Governor Katayama Yasutaka questioned the man who prepared the document. When Katayama tries to get the man’s source of information by threatening to use his power over personnel matters, the man evades the question by saying, “There are rumors going around.” Katayama responded, “You just compiled rumors. There was also a moment when he said, “I see.” Saito cites the man’s explanation that he “collected rumors” as evidence that the documents are not true, but the exchanges between the men suggest the man was trying to protect those around him. “Who did you hear it from? Tell me all the names.” On the morning of March 25, in a room at the Nishi Harima Prefectural Government Bureau in Kamigori Town, Harima Prefecture, Katayama questioned a man who was the bureau director at the time. According to deliberations at the 100-Article Committee and related parties, upon learning of the existence of the document, Saito gathered his close aides, including Katayama, on the 21st and ordered a thorough investigation. An investigation of emails from several prefectural employees on the 22nd and 23rd revealed content in the man’s emails that was very similar to the allegations in the document. The executives decided to question three employees, including the man, who they believed to have been involved in creating the document, at the same time, and began doing so on the 25th.
