The Ministry of Health, Labor and Welfare is taking steps to prevent “suicide sales” in which companies force their employees to buy their own products in order to meet sales targets. Some people have committed suicide as a result of being forced to do so, and the guidelines based on the Act on Comprehensive Promotion of Labor Policies (Anti-Power Harassment Act) will clearly state that this constitutes power harassment, encouraging companies to take measures. Suicide sales refers to a practice in which a company forces employees who cannot meet their sales quotas to sign contracts at their own expense or to purchase unnecessary products. There are many examples of agricultural cooperative employees paying insurance premiums and employees of car dealerships covering discounts. In Aichi Prefecture, a man in his 30s who worked at a financial institution committed suicide after being forced to borrow money from his family in order to increase his required deposit amount. In a lawsuit filed by the victim’s family, the Nagoya High Court ruled in September that one of the causes of the suicide was self-destructive sales tactics resulting from excessive quotas and reprimands from superiors.
