Due to a shortage of staff to operate regular ferries to Okishima Island, an inhabited remote island on Lake Biwa in Omihachiman City, Shiga Prefecture, the city is recruiting potential captains as part of its “regional revitalization cooperation team.” They will provide financial support for obtaining boat licenses and other expenses to encourage people to move to the island. Okishima is the largest island in Lake Biwa, located 1.5 kilometers across from the city, and is home to 220 people (as of the end of October). The only public transportation to the island is the 50-seater “Okishima Tsusen” ferry operated by the Okishima Town Residents’ Association. There are 12 round trips a day (10 on Sundays) departing and arriving at the island between 7am and 9pm. The boat has a crew of two, including the captain. The group is led by three men in their 50s and 60s from the local neighborhood association. While the island’s population is aging, the number of tourists visiting the island reached about 26,000 people per year in 2011, doubling in 10 years. In addition to training successors to the captain, the company also plans to recruit personnel who will improve service for passengers and promote the island’s attractions.
