The Japanese Constitution exists for the Japanese people. Actually, the Constitution is a safety device to prevent the government from going out of control. But it doesn’t really concern foreigners!
The reason they lost is because they applied for welfare under the Public Assistance Act in the first place. Foreigners should apply for something like extra-legal public assistance based on a notification from the Minister of Health, Labor and Welfare.
