Nihon Keizai Shimbun According to a 2023 survey compiled by the Ministry of Health, Labor and Welfare on the status of medical institutions accepting foreign patients, 18.3% of hospitals that accepted foreign patients in the month of September 2023 had unpaid medical fees. The figure in the 2010 survey was 19.9%. With the number of inbound tourists (foreign visitors to Japan) increasing rapidly, a response is becoming urgent. The ministry conducted a survey of hospitals across the country, receiving responses from 5,184 hospitals, or about 60% of the total. In September 2011, 2,813 hospitals accepted foreign patients, accounting for 54% of the total. Of these, 516 hospitals had outstanding payments from foreign patients. The average number of unpaid cases per facility per month was 3.9, with the highest number reaching 40 per month. The highest unpaid amount per case was 18.46 million yen, exceeding the previous record of 5.22 million yen in the fiscal 2010 survey. The average total monthly unpaid amount is 490,000 yen. There were 10 facilities that exceeded 5 million yen per month. The unpaid amount per case was 50,000 yen or less in 74% of cases. Before examining them, they should take a copy of their passport or something, and if they default, they should be banned from re-entering the country, and they should be put on a wanted list in Japan and arrested when they leave the country.
It’s unfair. Japanese citizens are taxed like crazy, but foreigners only pay 10% if they pay, and there are no penalties or forced collections if they don’t. I heard that NHK also forces Japanese citizens to pay, but broadcasts its signals for free to foreigners. It’s cruel to Japanese citizens, but a paradise for foreigners.

You can skip out on medical accommodation fees, drink and smoke as much as you want in the middle of downtown, and it’s a paradise on earth for foreigners.
