According to the report “Supporting Elderly Foreign Nationals in Need of Help – A Survey on Elderly Foreign Nationals,” the report gives a glimpse into the current situation in which the use of nursing care insurance by elderly foreign nationals is gradually increasing. “People who can’t speak Japanese at all” The survey involved questionnaires given to multiple care managers working at a care support facility in Shibuya Ward, Tokyo. Of these, 12 people responded that they currently work with foreign users or have worked with them within the past three years, and they are aware of a total of 19 foreign users. Of these, roughly half were Chinese or Taiwanese. Because the sample size is small, it is not possible to draw any clear trends, but statistics on elderly foreign residents in Japan by nationality show that those from China and Taiwan account for a combined total of 16%, meaning that as far as this survey report is concerned, the proportion of people from these regions is high. Additionally, more than one-third of foreign users were unable to communicate in Japanese at all. This suggests that some of these people have only short periods of residence in Japan and have only short periods of time to pay public contributions. Like health insurance, foreigners are required to enroll in nursing care insurance at the same time as registering as a resident if they plan to stay in Japan for three months or more. This is because the Basic Act on Resident Registration was revised in 2008 (and came into effect in 2012) during the Aso administration, abolishing the previous foreigner registration system and making foreign residents subject to the same Basic Act on Resident Registration as Japanese nationals. Foreigners can clear the exam with just one signature, but Japanese people have to sign dozens of times and it takes half a year to get permission to interview at various facilities.

It symbolizes the stupidity of the Japanese people who continue to choose the LDP as the ruling party. Even when things get tough, the LDP just makes it even worse! It’s the LDP after all.
No matter how much this is reported, neither the ruling party nor the opposition party will correct it. Is there some shared vested interest among the politicians or something?
