Roughly 40% of Russians believe the use of nuclear weapons in a war with Ukraine would be justified. According to a survey by the Levada Center, an independent Russian pollster, 39% of Russians said that the use of nuclear weapons in a war with Ukraine would be justified. This was revealed by Alexei Levinson, head of the Department of Social and Cultural Studies. Levinson points out that the Putin regime’s propaganda has led to an increasing number of people believing that the use of nuclear weapons is morally permissible. On the other hand, the percentage of people who believe that “the use of nuclear weapons is unjustifiable” is on the decline. In April 2023, 56% answered that it was not justifiable, but by November, that number had dropped to less than half, at 45%.
