Japanese police officers have less consciousness than the traffic controllers waving sticks around everywhere. The old, decrepit security guards have more common sense and a stronger sense of justice.
We need crime prevention organizations other than the police. There could be a situation where you get attacked and call the police only to find out that the person who attacked you was also a molester.
