There have been 9,522 cases of metal cable theft since last year, with Cambodians accounting for the majority of the suspects... foreign organisations may be involved.
The National Police Agency announced on the 1st that the number of cases of metal cable theft from solar power generation facilities had risen to 9,522 between last year and the first half of this year (January to June). There have also been a series of organized thefts from drugstores and casual clothing stores, suspected to involve foreigners, so measures will be strengthened. This was the first time that the data was compiled in light of the recent increase in incidents. According to the National Police Agency, there were 5,361 cases of metal cable theft last year, and 4,161 in the first half of this year alone. By prefecture in the first half of the year, Ibaraki Prefecture had the highest number of cases with 1,196, followed by Tochigi Prefecture with 821, Chiba Prefecture with 733, and Gunma Prefecture with 617, with 90% of cases occurring in the Kanto region. By nationality, the suspects arrested in connection with metal cable theft cases in the first half of the year included 28 Cambodians, 21 Japanese, and five Thais. There has also been a rise in large amounts of shoplifting at drugstores, with the number of shoplifting cases in which the damage amounted to more than 100,000 yen per case reaching 1,565 between last year and the first half of this year. Large-scale shoplifting incidents were mainly in large cities in the Kanto and Kansai regions, with 167 cases of theft occurring at a nationwide casual clothing store during the same period. Investigations so far have revealed that the metal cable theft was committed by an illegal Cambodian organization, while the shoplifting was committed by a Vietnamese organization. The stolen goods are reportedly being taken to dealers or sold online. The National Police Agency plans to step up its crackdown on unscrupulous businesses that take back stolen goods, and will also consider ways to impose legal regulations, such as requiring identity verification when buying scrap metal and making it mandatory to keep records. The increase in shoplifting is due to price increases. Everyone wants to do it, but the majority don’t because they don’t want to get caught. Everyone wants to do it.
