Around 6:15 pm on the 9th, a man who witnessed a group of about 20 people kayaking on Lake Biwa in Otsu City called 110 and reported that “it was already sunset and it was dangerous.” According to a statement from the Otsu Kita Police Station of the Shiga Prefectural Police, about 30 of a group of about 50 members, including soccer club members from Biwako Seikei Sport College (Otsu City), who were on a kayaking training session near Kitakomatsu in the city, were temporarily swept away. Some kayaks were reportedly blown over by strong winds and capsized. Just before 8 p.m., all the crew members had managed to reach the lakeshore by swimming or other means and were confirmed to be safe. According to university officials, the group left a boathouse near the university at around 2:00 p.m. on the 9th, heading for Shirahige Shrine in Takashima City, Hyogo Prefecture.
