The Digital Agency claims to reduce operational costs by 30%, but in reality they are 2-4 times higher… Local governments are angry that they have no choice but to use AWS, which “80% of Japanese local governments do not need” – Minkabu (Magazine)

The “Government Cloud” is a system that the government is developing to improve the efficiency of information management. The goal is to transfer the management systems that government ministries and local governments have operated individually to a common cloud-based service, and to reduce operating costs by 30% by fiscal 2025 compared to fiscal 2020. However, this is not going well. Why? Former editor-in-chief of the economic magazine President and author Kenichi Ogura will provide commentary. This is the first of three sessions. Table of Contents
1. It was supposed to reduce expenses, but “it’s now 2 to 4 times the cost before the transition!?”
2. Why are the costs of operating the government cloud increasing?
3. Most local governments have no choice but to use Amazon’s services
4. What on earth is behind this reversal? The trick is…
5. Use in a demonstration experiment counts as one use of the system
It was supposed to reduce expenses, but “it ended up costing 2 to 4 times more than before the transition!?”
The “Municipal System Standardization” initiative is underway, with 1,741 municipalities nationwide set to standardize their business systems by the end of fiscal year 2025. The aim is to reduce the operating costs of the system by utilizing the “Government Cloud” being developed by the Digital Agency, but in reality, some local governments are in a difficult situation as estimates and projections have shown that costs will rise to two to four times what they were before the transition. For example, a document prepared by Nakano Masayasu, mayor of Ichinomiya City, Aichi Prefecture, on April 5th () pointed out the following problems, including a fourfold increase in costs:
(Additions in parentheses added by the author) The document was created by the mayor, who is knowledgeable about IT, using his real name, and contains technical terminology, so it appears that he is avoiding naming foreign companies by name. He probably thought that only those who knew what he was trying to say would understand, but it will probably be difficult for readers to understand. Mayor Nakano is believed to be making the following assertion, which I will rewrite at my own discretion. The reason why the costs of operating the Government Cloud are increasing is

It’s only expensive now because of the implementation costs,
but the costs will go down once operations get underway. In the first place, there are many local governments in Japan that are village-level with populations of 3,000 or 5,000 people, and there is too much waste.

Expensive services like AWS are truly valuable for services where the number of users is unpredictable, such as games and general internet services.
If the number of users is more than expected,
you can scale it up, and if the number of users is less than expected,
you can scale it down.
For services where the number of users and server load can be predicted, there is no need to use expensive services like AWS.
