Chiba Prefecture has revealed that an employee in charge of welfare work illegally overpaid two recipients by a total of more than 340,000 yen, claiming to sympathize with their financially difficult situation. The person who fraudulently paid out too much welfare benefits was a male employee in his 20s who worked at the Chosei Health and Welfare Center in Chiba Prefecture. According to Chiba Prefecture, the employees had illegally overpaid a total of more than 340,000 yen to a man in his 60s and a woman in her 90s who were receiving welfare benefits over a period of about a year up until last month. The problems came to light when the person in charge was replaced due to personnel transfers, and it turns out that staff had been paying out more assistance than the upper limit for initial housing costs and other expenses, and had been calculating the amount of diapers provided during hospitalization at a higher amount than the actual amount. When making payments, the amount must be entered into the agency’s internal system and then approved, but the staff member deliberately did not receive approval, saying, “I sympathized with the situation of the recipients who were short of money, for example, the standard amount was not enough to cover rent, and I did it because I wanted to do something.” The prefecture will ask the two recipients to return the money and will consider disciplinary action against the employees, as well as require another employee to verify the amount of the payment, in an effort to prevent a recurrence.
