Shinji Ishimaru (41) has been met with mixed reviews, with some saying he is “refreshing” and others saying he reminds them of a boss who bullies people, due to his strong performance in the Tokyo gubernatorial election and his outspoken manner in subsequent television appearances.
After leaving his position as mayor in his first term, he personally orchestrated a conflict with the city council in Aki-Takata, Hiroshima Prefecture, but behind the scenes, not only was a veteran council member he had condemned as a “sleeping council member” dead, but several council members were also suffering from serious slander and harassment.
The only way to deal with this is to ignore Ishimaru no matter how much he tweets.
When Ishimaru was mayor, he specifically criticized a female city council member on social media for “threatening” her, which resulted in the female council member suing him for defamation and losing the case (#1).
Also, a male city council member who was accused by Ishimaru of “being ashamed” for falling asleep during a general meeting suffered a stomach ailment that worsened as a result of the harassment, and passed away in January of this year (#4).
But the “victims” don’t stop there.
One of the current male city council members speaks out.
“I think most council members are subject to some kind of harassment, such as online slander or prank calls. The only way to deal with it is to ignore Ishimaru no matter how much he tweets. Ignore the harassment anyway. If you respond, you’ll just get caught up in it and get burned.
When Ishimaru first took office, he would go out drinking with the veteran council members and be like, “I’ll join you at the after-party, too.” That’s what happened after that…
And Ishimaru just keeps asking questions after questions and finding fault with the other person, so there’s no debate…
Moreover, maybe because they can get more views, YouTubers keep cutting and pasting videos of council meetings, so the council is increasingly being seen as “idiots” or “a nuisance to the elderly.”
The documentary film “#The Mayor and Council’s Rules: Theatrical Version,” produced by Hiroshima Home Television and released in May this year, also seems to have been fuel for Ishimaru sympathizers to attack the “resistance forces.”
“This movie has sparked new slander, and in August a film based on it will be released using actors. The named city council members are being used as models and played by actors, so it must be unbearable. I don’t mind prank or threatening calls because I just ask ’Who are you?’ and hang up if they don’t say their name.
Apparently, there have been cases of harassment in the past, such as hair growth products being delivered to city council members whose hair has thinned due to stress. It has decreased a lot recently, but the harassment may increase if they are exposed again in the movie.”
The female city council member who won her lawsuit against former mayor Ishimaru is also fed up with the severe harassment and pranks. A close relative testified as follows.
“It all started with a bribery scandal in the Hiroshima constituency for the House of Councillors election, in which the mayor resigned after receiving 600,000 yen from the former Minister of Justice, and Ishimaru was elected on a platform of “political reconstruction,” so she probably had a half-assed view of the assembly as “rotten.”
After the Takeoka incident, the conflict between Ishimaru and the assembly began. Ishimaru kept posting on social media, so the assembly summoned him to a meeting to tell him, “You should point that out directly to him,” and Ishimaru tweeted, “Several people persuaded me not to criticize the assembly, not to make a fuss before the election, and that we would oppose your policies if you made them your enemy? Are they threatening me?”
At this point, the female assembly member had no idea what she was doing, but on the day the assembly election was announced, Ishimaru tweeted by name, “I was threatened.” “The harassment got worse after that, with calls to the female council member’s home over 10 times a day until late at night telling her to ’die’ or ’quit now’, and the social media comment section was filled with slander.
Furthermore, they went to the pages of supporters who had sent messages of support in the comments section and posted slanderous comments, and the outrageous harassment continued, including posting an online map with the location of the female council member’s house marked and writing insults about her. The number of such threats and prank calls has decreased, but it seems that they still occur.”

It’s like a modern version of sending salt to your enemy, I like it.
I wonder if the hair growth medicine will arrive at my house.
